HESPUL (with the support of ETD)
Hespul is a French independent non-profit making association based in Lyon
(France) created in 1991 under the name of "Phebus". Firstly specialised in
small scale grid-connected PV, Hespul has successfully introduced this
technology in France before being at the source of roughly 80 % of the more
or less 1 MWp of PV grid-connected facilities in France, most of which
through financing from EC in the IV° and V° FP.
Usually dealing with technical, administrative and financing issues for grid
connection of small renewable facilities based on any technology, Hespul has
actively participated as a ground actor in the long-lasting discussion that
followed the Electric Law passed in February 2002 introducing a feed-in
tariff system in France.
Since 2000, Hespul is the referenced "Info-Energy Point" for the rural part
of the Rhône District, a 400 000 inhabitants area surrounding the large
conurbation of Lyon with its 1,5 millions inhabitants. Hespul plays a major
role in this area for promotion, information and training of large public
and professionals about all renewable energy sources. Hespul also brings
active support to renewable developers for technical, financing and
administrative advice, including those involved in wind energy.
Hespul has been involved at regional level (in Rhone-Alpes Region) in
working group for designing and implementing methodology for small-scale
wind energy development. Hespul is nowadays involved in the national wind
energy organisation FEE (France-Energie-Eolienne) as strategic and legal
advisor, and in the umbrella organisation CLER in which Hespul's
representative currently sits as vice-president.
ETD (Energies et Territoires Développement) is a French consultancy specialised in wind energy : spatial planning, micro-siting, economic analysis, environnemental impact assessment, advices to municipalities and local initiators of projects.
BWE, the Bundesverband WindEnergie e.V., the German Wind Energy Association was founded in October 1996 as a merger of the two major German wind energy associations. It has about 16000 individual and corporate members. This makes the BWE the largest individual association for renewable energy sources in Germany.
The basic idea of the BWE work is to improve the political framework and the
general conditions for building and operating wind turbines. They are
promoting a new energy policy based on decentralized renewable energy
sources, instead of centralized power generation based on nuclear/fossil
fuels. Maintaining and extending broad public acceptance for wind energy is
another important aspect of work. This includes public relations and media
work, co-operation with scientific institutes, with environmental and nature
protection organisations and to provide general information about wind
power. Members are given independent support on issues relating to
technology, permission and economics of wind power.
Regional groups and branches have been established in each of the Länder (German
federal states). A series of fact sheets containing information about
various aspects on the use of wind energy are produced for the members and
the general public. Publications are edited in German and in English.
Objectives: Development, testing, demonstration, consultancy, and
information, within renewable energy and the environment, with small and
medium size enterprises as special target group.
Organisation: Independent non profit institution, managed by a board. Core
funding from the Danish Government plus project funding. Total funding of
8-14 million DKK per year. Buildings etc.: 3,000 square metres including
offices, workshops, exhibitions, training centre, etc. 8 hectares of land.
Branches: Mali-Folkecenter, Bamako, Mali; Folkecenter office Kaunas,
Lithuania.
Networks: Folkecenter forms part of international networks including
partners in Western and Eastern Europe, and in Developing Countries.
Folkecenter is Danish co-ordinator of EUROSOLAR and for the European Solar
Prize, and Co-ordinator for EUROSOLAR in the Baltic region; is a member of
FED, Forum for Energy and Development; is a member of EREF, European
Renewable Energy Federation; is a member of EUREC Agency, European Renewable
Energy Centres Agency; and Folkecenter staff are members of Danish national
committees for Solar Energy; Hydrogen; Wave Energy; Photovoltaics; Rural
District Development.
Relevant experiment: Folkecenter has worked with implementation of RE
technologies for many years, including wind power. This work has included
both the technical aspects, such as development of windmills and windmill
components, and the non-technical aspects, such as organisation of users and
manufacturers, the creation and upholding of stimulating political and
legislative conditions, and general awareness building.
Itself deeply rooted in the Danish folk high-school tradition and a central
actor in the Danish informal and organisational RE network, Folkecenter has
always been a strong advocate and defender of the concept of windmill
cooperatives as the main popular force behind the successful Danish wind
power implementation. In fact the combination of the two traditions, the
folk high-schools and the cooperative movement, have created a unique
environment of common spirit, openness and free exchange of ideas, concepts,
and know-how. The Project Leader at Folkecenter is also chairman of a
windmill cooperative.
Generally, the non-technical aspects have been pursued mostly as part of the
basic activities of Folkecenter, using core funding.
The Danish Organisation for Renewable Energy, OVE is a non-governmental,
non-profit association of 3 000 Danish individual and institutional members.
OVE was founded in 1975.
Objectives OVE has a strong engagement:
- to influence the development of the Danish and European Energy Policy to
be more resource- and environment-conscious especially by facilitating the
use of renewable energy.
- to get the people informed of their possibilities to make their own action
by installing renewable energy systems in their own homes or institutions in
Denmark.
OVE consists of Danish individuals who are active members and users of
renewable energy, as well as of groups, high schools, and companies working
for renewable energy in Denmark. A special category of the members are the
22 Energy and Environment Offices (http://www.sek.dk/), local popular
information centers. In total, OVE has 3000 members. The members are
informed through a bimonthly magazine, in several subject-specific meetings,
and a web site.
OVE's Activities in Europe (OVE-Europe):
International Networking : OVE plays a significant role in international
networking among NGOs. OVE is member of : CNE, Climate Network Europe, a NGO
Network with a Secretariat based in Brussels, Belgium (http://www.climatenetwork.org/)
INFORSE, International Network for Sustainable Energy, a NGO network with
its International Secretariat based in Denmark and
with 7 Regional Co-ordinators in different continents. (http://www.inforse.org/).
OVE is European co-ordinator of INFORSE.
European ECO-forum Pan-European network of NGOs on environment (http://www.eco-forum.org)
OVE-Europe follows the EU's energy policy, participates in the work of the
above mentioned international NGO networks and co-ordinates the EU-Forum of
Danish NGOs working for Windpower for Western Europe – an INFORSE Proposal
for 2000 – 2020.
Axenne is an Independent Consulting Firm specialized in energy, environment
and development. Created in 1997, Axenne has extended from the spring 2000
by integrating several associates and currently 6 engineers and economists
are working in.
The particularity of Axenne is to systematically integrate in its services
technical but also economical, financial and strategic expertise in order to
bring genuine, integrated solutions that are projected in a large and
long-lasting development approach.
This unique feature allows Axenne to operate at any step of a study or
project, and to work with varied contractors, such as regional authorities,
private firms, or institutional actors like EDF (French electricity board),
the World Bank, or the French Agency for Development.

HWEA is the Hellenic Wind Energy Association.
HWEA has organised successfully the 5th European Wind Energy Conference and
Exhibition in Thessaloniki in October of 1994. The conferences are organised
on a regular basis by national associations belonging to the European Wind
Energy Association. The EU through the 12th and 17th GD's sponsored the
event.
Also many of HWEA's members in their professional capacity (in PPC, CRES,
NTUA, etc.) have participated in numerous EU funded programmes.
Since 1988 " La Société Financière de la NEF " has had for its mission to
develop and put into action initiatives leading to the creation of financial
tools for socially and environmentally useful projects.
The NEF is a credit company approved by the French banking authority and
orientates its actions towards innovation, research and deployment in areas
appropriate to its activities. Current membership is more than 5 000 members.
The predominate areas of intervention are:
- The management of savings (primarily Term Deposits)
- The offer and management of short, middle and long term loans for social
and environmental projects
ECOSERVEIS was established in 1992 as a non profit organisation for
professionals working in the field of energy efficiency, renewable energy,
impacts of energy and the environment, mostly at the regional and local
levels. Information and dissemination activities have always been a part of
ECOSERVEIS concern.
Among its members there are engineers that have worked in those fields since
1980. At present personnel of ECOSERVEIS collaborates with several European
organisations in EC funded projects and also works for the administration
and some private enterprises.
ECOSERVEIS works in the fields of energy efficiency, energy saving, energy
impact and the environment assessment of energy managers, proposal of
available and most suitable financing forms to implement the correct
measures to save energy and development of useful tools to achieve energy
savings.
ECOSERVEIS carries out technical studies to promote the use of renewable
energies, with the knowledge of their impacts and proposing possible
financing forms to implement.
ECOSERVEIS has been the managing agent of BarnaGEL – Barcelona Grup d’Energia
Local, the successful local energy agency (SAVE Agency) of the Barcelona
Area.
In the area of environment ECOSERVEIS offers the realisation of technical
studies about the impact of the energy systems, tools to define sustainable
policies and management of pollutants and natural resources.
The activities developed by ECOSERVEIS in the field of education cover a
wide range of courses on renewable energies, energy efficiency and
sustainability. They are addressed to school children, teachers, unemployed
people and general public.
